COMMENT: At the time of the claim-related incident, each of the torahs had been tightly rolled, belted, encased in a textile torah cover, and stored inside of a closed ark (cabinet).  I examined the torah covers and found no odor or soot damage. The scribe did indicate that the covers had discolored.
At the time of my inspection, torah #4 was laid out on a table and the temple’s scribe was restoring the lettering.  The areas of lost lettering were faded and did not appear to have occurred recently.  The areas of loss were scattered throughout the torah.
Of the remaining seven torahs, five had already been restored.  The two that were yet to be restored showed similar patterns of damage to torah #4.
The cost to restore a used torah with overall condition problems, to include redoing hinges, cleaning, and relettering as is necessary, is approximately $4,500.00.  This is based on allowing approximately 69 hours of work at the insured’s scribe’s hourly fee of $65.00 per hour for each torah.  However, as described above, it appears that the majority of the restoration is being performed on non-claim-related damages.

In the interest of settling the claim and allowing the insured the benefit of every doubt, I recommend paying between $1,500.00 to $2,500.00 per torah towards the restoration cost.
